Three smaller judicial‑related agencies presented brief budget requests and updates to the Joint Appropriations Committee.
Board of Law Examiners: The board said its special revenue account (applicant fees) covers costs and listed a standard/exception budget; staff noted the applicant fee is $600 and that the fee was last raised from $450 to $600 in 2013.
Commission on Judicial Conduct and Ethics: Chairman Brian Ulmer and executive director Wendy Soto described the commission's constitutional role overseeing judicial discipline and presented a biennial budget request of $372,408, including a small TRP exception to replace a laptop and monitor. They noted caseloads can vary and that some years require outside disciplinary counsel for complex matters.
Office of Administrative Hearings: Director JC Demers requested modest software and equipment exceptions — Grammarly and Dragon dictation licenses, Microsoft Office subscription and a Chromebox for remote hearings — totaling roughly $8,636 and $6,327 for the two request groups. The agency reported a total biennium budget of $4,688,705 and said its 11 staff handle workers' compensation, driver license and other administrative cases.
Why this matters: These offices administer essential parts of Wyoming's justice system — bar admissions, judicial ethics oversight and administrative adjudication — and sought small, targeted funding or equipment updates rather than major new programs.
Next steps: Committee members asked clarifying questions about fee history, testing accommodations for bar applicants, TRP timing and vacancy management. No formal votes were taken on these small exception requests during the session.
