An assistant general manager for the Los Angeles County Sanitation Districts presented to the Carson City Council about an upcoming Proposition 218 mailing that will inform property owners of a proposed wastewater service rate increase for District 8.
Martha Tremblay, representing District 8, said property owners in Carson should expect a notice in January with details on the proposed increase of about $2.17 per month over five years (current roughly $18/month), outreach materials, facility tours at the Warren plant and a hearing schedule. She said the increases are intended to make up for roughly 20% higher operating costs and to fund repairs, sewer rehabilitation and the design of nitrogen removal treatment so wastewater can be recycled in partnership with Metropolitan Water District’s Pure Water Southern California initiative.
Councilmembers asked about timing (last increase four years ago), reserve use and how new property tax revenue or housing growth could affect rates; Tremblay described the district’s ad valorem tax component and reserve structure and agreed to leave handouts and return for further questions after notices go out.
