The City Council voted to adopt an interim urgency ordinance imposing a 45‑day moratorium on the establishment and expansion of car washes within Carson city limits while staff studies zoning options and consults with neighboring cities.

Community and Economic Development Director Nathan Freeman told the council the city currently has eight car washes and two projects in building‑permit processing; staff proposed the moratorium so planners can research regulatory approaches used elsewhere, evaluate finite commercial land use and propose permanent zoning code updates.

City Attorney explained that the moratorium is immediately effective as an urgency ordinance for 45 days and may be extended later. Councilmembers asked whether projects already through entitlement or with permits would be affected; staff clarified permitted and entitled projects would not be stopped by the moratorium. Councilmember discussion noted similar past moratoria for other uses and raised the possibility of addressing fast‑food drive‑throughs in future code work.

Staff said a permanent zoning proposal and findings from comparative research would come back to council for consideration before any extension or ordinance adoption.
