Capital projects engineer Ditas Esparanza updated council Dec. 2 on construction progress amid rainy weather and several recent grant notifications. She said crews completed concrete work for a V‑gutter behind Marv’s Pizza and expect paving soon; slurry‑seal work on the West Side is ready pending warmer, drier weather; and Creston Road Phase 2 is being prepared to go out to bid backed by grant funds.
Esparanza told council the city has secured a $16,000,000 construction grant toward the 24th Street bridge widening project that includes bikeways, sidewalks, ornamental fencing and lighting; design is about 90% complete and right‑of‑way work is underway. She also reported a notice that $2,400,000 was available to advance PS&E on the 13th Street/Niblick bridge, enabling staff to move toward bid advertising once PS&E is finished.
She listed grant sources for Creston Road improvements: approximately $3,500,000 from the state and the California Transportation Commission plus a $135,000 highway‑safety improvement grant; staff said those grants are in place and that construction timing will depend on weather and the completion of design and environmental clearance.
Council members asked about railroad participation (staff said Union Pacific will not contribute to the 24th Street bridge cost but will provide permitting) and timing constraints (in‑stream work earliest May 2026 for the South Vine bridge because of permitting). Esparanza noted some beautification elements (ornamental fencing and lights) will be city‑funded because grants typically exclude beautification costs.
The City Council thanked staff for the update; staff said next steps include finishing PS&E and right‑of‑way so the city can apply for construction bids and access the awarded construction funds.
