Warren Frace, the city’s community development director, told the City Council on Dec. 2 that the city and LAFCO completed a 10‑year review of Paso Robles’ sphere of influence and associated municipal service review and were asking council to forward the public‑review draft to LAFCO for comment. "So tonight, this is a update on the sphere of influence," Frace said.
The council voted unanimously to approve a resolution directing staff to forward the public‑review draft MSR/SOI to San Luis Obispo LAFCO. Frace summarized staff recommendations developed with departmental input: keep Mill Road and property around the landfill in the city’s SOI, and remove several West Side/high‑hills study areas where topography, existing rural development and high fire‑hazard conditions make annexation and service extension infeasible.
The presentation said LAFCO agreed with the city’s recommendations except for a proposed airport‑adjacent study area (Area 10), which staff and LAFCO concluded is premature to include until access issues on 46 East/Airport Road are resolved. Frace said the MSR evaluates the city’s capacity for roads, utilities, police, fire and parks and is part of the technical record LAFCO uses to decide future growth boundaries.
Councilmember Tim Gregory moved the resolution to forward the draft to LAFCO; Councilmember Fred Strong seconded it. The motion carried on a unanimous voice vote. The staff report and LAFCO’s public‑review draft will be available for the 30‑day public comment period required by LAFCO, and any council comments provided will be treated like public comments during that period.
The council’s action was procedural — it does not change boundaries immediately but signals the city’s formal position on the public‑review draft while LAFCO finalizes its determinations.
