Bradley County commissioners agreed to ask staff to include a reminder about microphone use on meeting agendas and voted unanimously to require pilot agreements to go through two full work sessions before a full-commission vote.
Chairman (identified in the transcript as Chairman Scribe) suggested a statement at the start of meetings reminding members to turn their microphones on while speaking. "I totally agree that when you're speaking, the light should be on," he said, urging a short opening reminder.
Citizen Miss Poppin addressed the commission during public comment, saying she started a petition asking the county to keep microphones live from prayer through adjournment so online viewers do not miss remarks. "The petition I created does have 90 signatures on it...70% of these 90 are active Bradley County voters," she said, and described an incident where the chair had not pushed the mic button and online viewers lost sound for more than 40 seconds.
Commissioners asked staff about enforceability; county staff member Crystal Freyberg cautioned that policy can be written but enforcement would be limited to chair reminders because the chair does not have additional legal authority to compel individual commissioners to turn on microphones.
On separate business, Commissioner Blake moved that all pilot agreements and similar items be required to go through two work sessions before a final vote; Commissioner Alford seconded. The motion passed 5 to 0. Blake said the additional work sessions give commissioners and the public time to research and ask questions before a vote.
The commission gave no timetable for implementing the agenda reminder beyond asking staff (named in the transcript as Laurie/Lori) to add the reminder to future agendas; staff agreed to do so.
