At its Dec. 2 meeting the West Richland City Council approved a consent agenda that included several administrative and procurement actions. Among the items approved on consent was a motion "to reject all bids for Well Number 12 R improvement project phase 1," and the council carried the consent agenda on a voice vote.
During the second public-comment period Chad, who identified himself as a bidder on the Well No. 12 project, contested the rejection. He said he received a letter indicating all bids would be rejected "based on the qualifications, which I felt that we met," and argued the specifications' language about "municipal wells" (plural) did not clearly require three wells; he said he had provided two. Chad said he attempted to contact city staff without response and asked the council to reconsider the bid‑rejection decision.
Staff also provided a construction update on the State Route 224 Red Mountain project. Staff reported contractors have finished the roundabout at Rupert and Van Geesen in Belmont, which is scheduled to open Monday, Dec. 8. Staff said the next phase will close the section from that intersection to Keene Road and will close the Paradise/Van Geesen intersection to through traffic for approximately four to five months; affected residents have been notified and the city will publish maps and updates on social media and its website.
