The Richland County Board of Commissioners used its Dec. 5 meeting to take a series of routine but consequential administrative actions.
Minutes and finance: Commissioners approved three edits to the draft minutes (clarifying a JFS director reference, correcting the DREATAC fund spelling, and restoring a missing phrase about revenue estimates) and then voted to approve routine requisitions and weekly transfers and additional appropriation requests.
Agreements and purchases: The board approved the annual sales‑tax sharing agreement as presented with no changes. It approved a Securitas contract for a jail network switch upgrade to be paid from the jail fund. Separately, the board approved a time‑and‑materials order with Tyler Technologies for $8,800 to implement software changes related to an owner‑occupant extension previously passed by commissioners.
Appointments and hires: The board approved appointments to the Richland County Children's Services Board including Jessica Littrell (term beginning 01/01/2026) and reappointments for Fred Shuster, Benny Allen and Mary Stents (terms 01/01/2026–12/31/2029). It certified monthly delinquent sewer bills. The board approved three JFS hires starting 12/04/2025: Vanessa Atkins ($19.45/hr), Amanda Karnak ($19.26/hr), and Heaven Lee Derry ($18.80/hr).
Health service add‑on: Commissioners approved an add‑on contract with James Cancer Hospital for a mobile mammography screening unit available to county employees on 12/10/25 and 01/21/26.
Procurement: During a series of bid openings after recess, county engineers and architects recorded bids for projects including the dog‑warden HVAC and other facility work; bids were read and bid bonds confirmed but no awards were recorded at the meeting and one firm name was corrected in the record (CRS Metal Works).
