The City of Medical Lake council took several formal actions Dec. 2, advancing the city’s fiscal and program agenda.

Ordinance 1138 — 2026 final budget: Staff presented the draft budget for Jan. 1–Dec. 31, 2026 (including proposed salary schedules). After a brief presentation and three calls for public comment with no speakers, the council moved and the first reading of Ordinance 1138 passed by voice vote.

Resolution 25784 — CTR intergovernmental agreement: Following a presentation by Spokane County TDM manager Leanne Yamamoto, the council adopted Resolution 25784 to enter a Commute Trip Reduction intergovernmental agreement with Spokane County. Medical Lake’s allocation for CTR implementation is $20,751 from a $650,200 biennial state-funded allocation to the county.

Ordinance 1139 — Q3 2025 budget amendment (first reading): Staff explained that the amendment responds to third-quarter changes and listed several line-item adjustments. The ordinance increases total appropriations from approximately $17,000,000 to $18,000,000 (an increase in expenditures of about $1,100,000). Noted line items include FEMA-related repaving contingency, $90,000 in the water fund for generator/meter repairs, $28,000 in the solid-waste fund for contractor/tip-rate increases, a $125,000 wastewater fund increase and an $8,000 emergency repair to a dump truck needed for snow plowing. After discussion and clarification on ending-balance calculations and revenue surpluses, the council moved and the first reading of Ordinance 1139 passed (council recorded the motion as passing unanimously).

Other routine approvals: The council approved minutes from the previous meeting, claims and warrants numbered 53178–53228 totaling $357,053.15, and appointed Patrick Clarity to the Parks & Recreation advisory board (motion seconded and approved).
