To log in, users must have their CWICS username and password plus the WDID, account PIN and security question answers associated with their account; the guidance directs users to seawics.waterboards.ca.gov and to contact the CWICS help center if they lack credentials.
From the CWICS home page, the presenter walked viewers through navigation: click the Sanitary Sewer Systems link, select the appropriate system (the portal permits certifying only one system at a time), then open the Internal Audit Report upload link and the Submit/Certify option (available only for audit periods that have ended). Uploaded files must be Word or PDF format, the document date should be the date the document was finalized, and the file size may not exceed 75 megabytes; zipped files are not accepted.
The guidance explains how to add supplemental audit documents (attachments, photos, tables or appendices) by using the Add New Row function and selecting "Other" as the document type. For certification, the LRO must review each certification statement, check the boxes, enter the password and click certify; the system displays a confirmation message and sends a confirmation email to the LRO and related data submitters.
If an audit cannot be submitted by the due date, CWICS users should select "Provide Justification for Not Submitting the Audit Report by Due Date" on the Audit Report Certification page and enter a valid reason (the presenter gave examples such as sudden departure of an LRO or a cyber attack). The guidance instructs enrollees to save the justification and, when able, follow the regular upload and certify process to submit the delayed audit report.
