Wayne County approves $1.43 million bid to build AG Complex 'question center'

The Wayne County Board of Commissioners voted Dec. 1 to award a $1,431,002 contract—including a 2% incidental contingency—to Butler Buildings (MBI) to design, manufacture and erect the agricultural complex’s new “question center.” The award follows a competitive bid process in which Butler submitted the low base bid of $1,286,869 and the board discussed optional add-ons for galvanizing structural members and insulating roof panels.

County staff said the contract covers the building shell and that a separate RFP will follow for foundation work so concrete contractors can bid on slab construction. Staff recommended including a 2% contingency, estimated at $25,000, to cover minor incidentals common in construction. “Their bid is $1,286,869,” the project presenter said, noting Butler’s positive reputation and responsiveness.

Commissioners discussed whether to add galvanized structural members—staff said galvanizing could extend life but estimated an additional cost of roughly $220,000—and whether to include roof insulation to reduce condensation that can form on metal panels. Staff said they would gather warranty and life‑cycle information on insulation for follow-up, but recommended approving the building order now so foundation design can proceed and the project can move forward.
