The Oshkosh Plan Commission unanimously adopted staff recommendations Dec. 2 to forward text amendments to the zoning ordinance that would (1) allow greater building-height opportunities for single- and two-family properties in denser urban-core districts, (2) modify stormwater imperviousness and surface-ratio rules for commercial and industrial projects, and (3) reduce certain freestanding-ground-sign setback requirements in select districts.
Staff said the height amendment aims to expand options for finishing attic spaces or building vertically on smaller lots while preserving neighborhood scale through exterior design standards. Stormwater amendments respond to requests where planned developments seek departures from current district surface ratios, with chapter 14 of the stormwater-management code handling performance and treatment standards. The sign‑setback adjustments are intended to address practical placement limitations for monument and dual‑post signs, while maintaining sight lines and landscape requirements.
Commissioners asked about cadence of ordinance updates; staff said these three prioritized changes are part of a continuing effort to keep the code responsive, and noted the proposed amendments are a small sample of a pending larger code rewrite. There was no public comment. The commission voted 9-0 to adopt the staff findings and recommend the amendments.
