Plan Commission recommends unanimous annexation for West Furno (Vinland) Avenue right-of-way

The Oshkosh Plan Commission voted 9-0 Dec. 2 to recommend a direct annexation by unanimous approval of about 2.36 acres on the west side of the 3100 block of Jackson Street so the city can dedicate right of way for the West Furno (Vinland) Avenue extension.
Staff explained the annexation includes four parcels and outlots the city recently acquired in part, and that the intent is to dedicate right of way to connect Vinland Street to Jackson Street. The dedication is expected to occur in January 2026, and construction of the street is scheduled for 2026 with completion later the same year. Staff said the annexation complies with Wisconsin statutory requirements for a unanimous annexation and will not create a town island, and the request is under review by the Wisconsin Department of Administration’s municipal boundary review.
Commissioners asked clarifying questions about which parcels and whether adjacent properties will remain in the town. Staff confirmed the annexation pertains only to the Furno right-of-way and that adjacent parcels will remain in the town until owners petition otherwise. No members of the public spoke. The commission adopted staff findings and recommendations by unanimous roll-call vote, 9-0.
Next steps include the municipal boundary review and subsequent actions required to dedicate right of way and proceed with the planned street construction project.
