Major Shane Taylor and Deputy Michael Griffin presented a request to replace Carroll County’s aging camera and access-control system for the correctional institution and county facilities, last upgraded in 2017.
Two companies submitted bids. Staff recommended NetPlanner because its proposal met the RFP requirement for a Genetec security center with access-control integration, offered roughly six months of on-site video retention (exceeding the requested three months), and met the requested camera count and features (130 cameras, 18 360-degree cameras and two license-plate readers). Major Taylor said RJ Young’s proposal would have required lower equipment counts and more cloud-based storage with recurring costs.
“NetPlanner met all those requirements,” Major Taylor said, explaining that NetPlanner also has correctional-environment experience and can interface with planned detention-center additions. County IT advised compatibility with existing wiring and future expansion.
Commissioners asked about warranties and redundancy; Major Taylor said the servers and cameras carry a five-year equipment warranty and there is a maintenance agreement estimated at roughly $4,500 per year for quarterly inspections and timely service calls. The board voted 7-0 to approve the contract.
What happens next: Staff will finalize the contract and proceed with installation, which County staff said will preserve on-site access and reduce long-term cloud storage costs.
