Bel Air public comments: county council candidate introduces herself; resident urges greater voter participation

Two members of the public spoke during the Bel Air Board of Town Commissioners’ public-comment period on Dec. 1.
Jessica Riley Hammond introduced herself to the board and attendees as a candidate for Harford County Council in District C. “My name is Jessica Riley Hammond… I’m running for county council in District C,” she said, and described a professional background in social services and mental health and a long history in Harford County schools. Hammond invited residents to a meet-and-greet the following day at Independent Brewing Company.
Resident John Stump, of 523 East Broadway, urged greater public participation in local government as the town prepares its 2026–27 budget. Stump said turnout in recent elections has been low and called on residents to attend meetings and voice priorities: “By standing together, we can face challenges… and keep our community strong, resilient, and most importantly, safe.”
The board thanked both speakers and proceeded with the remainder of its agenda.
