Council approves eminent‑domain resolution to secure final easements for Barracks Road streetscape

Lee Cooper, project manager in Capital Development (Speaker 21), said nine of 11 required easements have been secured and identified two remaining tax parcels (10004000 and 10005000) where the city seeks permanent and temporary construction easements to move the project to construction. Piedmont Environmental Council representative Peter Krebs told the council he supported the acquisition and urged prompt compensation to landowners so the project can proceed.
Speaker 2 moved the resolution authorizing acquisition for public purposes by purchase or condemnation, Speaker 3 seconded, and the motion passed 5–0. Staff and speakers said advancing the easements will prevent cost escalation and make timely construction more likely.
Council did not discuss project design in detail at this meeting; staff said they will continue outreach with property owners and provide additional information as the acquisitions proceed.
