Council approves C2 zoning amendment to allow planned use at Tower Avenue site

Councilors approved an ordinance amendment to the C2 Highway Commercial zoning district that adds a specific permitted use and design standards intended to accommodate redevelopment at the former Kmart/Tower Avenue property while requiring retail components and design compatibility with surrounding buildings.

Planning staff explained the language applies to the C2 zoning district generally but includes requirements to prevent uncontrolled proliferation: a permitted retail component and design standards that must be reviewed and approved by the planning department. A councilor asked whether the change would sweep in two vacant buildings within four blocks of the landmark building; staff replied the change would apply to any properties within C2 that met the criteria. The council moved and seconded the item and approved the ordinance on the consent-pulled item vote.

Staff noted an ordinance would follow at the end of the meeting to formalize the change. Councilors and staff said the intent is to allow a use designed for the Tower Avenue site while preserving design review and limiting broader market effects.
