Superior council approves minutes, consent agenda and multiple ordinances; sets Nov. 21 public hearings

At its Oct. 3 meeting the Superior Common Council approved minutes, a consent agenda, several committee recommendations, multiple traffic-code ordinances and a set of public hearings for Nov. 21; Finance Director Vito explained the budget hearing was moved to Nov. 7 because of public-notice requirements.
The Superior Common Council on Oct. 3 completed routine business including approval of minutes, a broad consent agenda and several ordinances, and set public hearings for Nov. 21.
The meeting began with a moment of silence and the Pledge of Allegiance. After a roll call that established a quorum, the council approved the prior meeting minutes (motion by Councilor Dalbec, second by Councilor Bender) and the consent agenda by voice vote.
Standing committee recommendations from finance, human resources and the plan commission were accepted without discussion. On departmental business, Finance Director Vito requested moving the 2018 general fund budget public hearing to Nov. 7, 2017 because the originally scheduled date did not meet the required 15-day public-notice window. "I was short by, about a week on this, and I made a mistake in when we asked to set the meeting," Vito said; Councilor Sweeney moved the change and Councilor Bender seconded, and the council approved the new date.
The council also approved a 2018 room tax distribution agreement with the Superior Douglas County Visitors Bureau (motion by Councilor Dalbec; the transcript records a second by Councilor Olsen though a later line references Councilor Bender as second), and authorized a creative marketing agreement for the Lake Superior Ice Festival (moved by Councilor Sutherland, seconded by Councilor Elm). The council voted to award engineering services for the Barker's Island Beach restoration project to AMI Consulting Engineers for an amount not to exceed $71,200 (motion by Councilor Elm, seconded by Councilor Sutherland).
Resolutions were adopted to set Nov. 21 public hearings on the 2018 Community Development Block Grant (CDBG) action plan and on vacating a portion of Michigan Street and an adjacent alley; both hearings are scheduled for Nov. 21, 2017.
In the ordinances portion, the council adopted an amendment to the city's traffic code (including adoption of state traffic forfeiture laws), corrected language to reference the Wisconsin Point Committee in a separate ordinance, added no-parking restrictions on Lamborn Avenue, and amended the calendar-parking exclusions to add North 14th Street between Ogden and John Avenue as previously amended in the meeting. All ordinances passed by voice vote.
There was no public business and the council adjourned.
