Parks staff said the rules were developed with volunteer input and mirror common practices at other municipal dog parks.
Councilors questioned the rationale and fairness of the spay/neuter and age restrictions; Director Cadotte said such rules are standard to reduce aggression, protect safety and limit city liability. Councilor Lam and others asked how enforcement would work; Director Cadotte said the city’s animal control officer will handle enforcement and that increased patrols would occur after the park opens.
Despite objections from some councilors who called parts of the ordinance exclusionary, the council passed the ordinance by voice vote. Staff said signage will display rules and penalties and the parks commission will continue to monitor the park’s operation.
