Su outlined an RFP process for new franchise contracts, saying proposals are due next week and that evaluation and negotiation work would proceed with recommendations and possible negotiations through February. She told the committee that staff expects a transition approach would avoid immediate spikes in consumer charges if new contracts are in place when old ones expire.
Committee members pressed for clarity on projected 2027 costs, the proportion of general-fund support that would be required and consumer protections. Staff said the RDR program currently funds the initiative but acknowledged that a one-year $58,000,000 requirement would affect the general-fund budget if it were needed.
After discussion, the committee approved report SA1 without objection and moved the item forward.
