Council asks city attorney to analyze measure ULA exemption for Palisades fire-destroyed homes

The committee asked the Los Angeles City Attorney’s Office to analyze a mayoral request to allow a one-time Measure ULA documentary transfer tax exemption for residents in Pacific Palisades whose homes were destroyed in the Palisades fire.
At the outset the item was read into the record and Councilmembers asked whether the ballot language in the Measure ULA initiative includes authority for geographic exemptions or delegation to the director of finance. Adrienne Khorasani of the City Attorney’s Office said the office will review the measure’s text and provide a feasibility analysis and, if feasible, draft ordinance language.
Council members also asked about the potential dollar exposure from refunds and whether documentary transfer tax would apply when homeowners rebuild but do not sell property. Khorasani said she would work with the Department of Finance and the CAO to include those questions in her analysis; the CAO’s preliminary numbers were not available during the hearing.
The committee concurred with the committee report as amended and instructed the City Attorney to examine the issues raised and return with legal analysis and, if appropriate, an ordinance for council consideration.
