Council approves updated professional engineering agreement with Willdan; staff to formalize city‑engineer role

The Paramount City Council approved a restated professional services agreement with Willdan Engineering on Nov. 18, formalizing the firm’s role providing civil engineering, traffic engineering, construction administration and construction management services to the city.

Staff noted that Willdan (which the presentation said has served the city since the late 1970s) brings institutional knowledge and that the restated agreement updates modern contract provisions, task‑order not‑to‑exceed amounts and a rate sheet with an annual cost‑of‑living adjustment cap. The agreement is structured as a multi‑year task‑order contract with a standard 30‑day cancellation clause; staff said it is not exclusive and the city can procure other engineering expertise for particular projects as needed.

Public Works staff also described steps taken to ensure compliance with California Public Employees’ Retirement System (CalPERS) rules related to annuitants and consultant support; staff recommended accompanying resolution language to appoint the firm to provide the city‑engineer function and to ensure continuity of services.

Council moved and seconded approval and completed a roll call; the motion passed.

What happens next: staff will finalize the executed agreement and the accompanying resolution to appoint Willdan to provide city‑engineer services and will manage future task orders and required CalPERS documentation as projects are issued.
