Planning commission recommends land‑use and downtown specific plan updates to city council

The Vacaville Planning Commission recommended that the City Council consider a package of amendments to the Land Use & Development Code and Chapter 10 of the Downtown Specific Plan that staff presented as clarifications and updates to implement the general plan and housing element.

Staff outlined revisions to improve clarity and formatting, add standards for telecommunication facilities, incentivize compatible infill by allowing modest density increases in appropriate zones, require vacant‑property registration, and modify open‑space requirements to better accommodate multifamily and affordable housing types. For the downtown specific plan, staff proposed allowing ground‑floor office uses on selected pedestrian priority frontages with a minor use permit rather than a conditional use permit.

Commissioners asked for clarifications about several provisions: why city projects are exempt from certain noise limits (staff said exemptions reflect operational needs and are implemented with public‑project notification and oversight), the process for reducing static billboards when a digital billboard is proposed (staff said negotiations and ownership of existing signs inform removal decisions), and how vacant‑property registration would apply (code enforcement said registration is voluntary currently).

Commissioner Beaumont moved to recommend the four staff actions to council with the suggestion that council review the open‑space reduction provisions and other specified items; Vice Chair Wilkerson seconded and the motion passed by unanimous roll call.

Staff will include the commission’s comments in the report to council; Council will hold a future hearing and make final determinations on the ordinance adoptions and EIR reaffirmations.

The recommendation to council is procedural; the final legal text and environmental findings will be decided by the City Council at a subsequent public hearing.
