City staff outline Inyo Corridor near-, mid- and long-term steps to boost safety and development

City planners on Tuesday walked the council through current conditions and policy tools for the West Inyo Corridor, emphasizing the corridor—s mix of small lots, inconsistent parking, code violations, minimal buffering between commercial and adjacent residential uses, incomplete ADA paths and limited transit amenities.

Thomas (staff) described three distinct subareas (railroad to East Street; East Street to the western segment; and further west toward the city limits) and reviewed prior planning documents (the 2000 West Inyo master plan and a 2022 Caltrans conceptual plan). He said Caltrans controls much of the right-of-way along Inyo and that any public-realm changes would require coordination with both Caltrans and the railroad.

Near-term staff recommendations include an RFQ for a consultant to lead community engagement and negotiation with Caltrans, modest grant-funded façade and accessibility programs, targeted signage and vacant-building/landlord enforcement, and potential pilot grant programs (e.g., small grants to property owners for ADA improvements, facade work and HVAC upgrades). Long-term options include a mixed-use overlay, parking-minimum reductions, infill fee waivers and updates to the general plan to facilitate mixed-use development.

Councilmembers emphasized safety (crosswalks and school routes), preserving corridor character and exploring business incentives; staff said they will refine the RFQ scope and return with more detailed next steps and a timeline.
