Council approves Dog Stop boarding facility at Ranch Plaza with conditions to limit noise and odors

The Vacaville City Council voted Nov. 19 to approve a zoning text amendment and a conditional use permit allowing a commercial animal boarding business (the "Dog Stop") to operate at 848A Alamo Drive in the Ranch Shopping Center.
Assistant Planner Bridal Glushinski and Senior Planner Albert Eno presented the project: an approximately 8,000‑square‑foot tenant space with an additional ~1,300‑square‑foot outdoor relief area and 77 boarding spaces. Because the site abuts residential uses, staff proposed conditions addressing acoustics, trash enclosure, landscaping, and operational standards.
During council discussion Vice Mayor Chapman and other members asked why the project packet referenced nonprofits; staff clarified the ordinance definition includes nonprofit operations but confirmed this applicant is a commercial business. Council asked the applicant about waste capture, cleaning and drainage; the applicant said the design now uses a "canine grass" system with drainage rock and a hydrogen‑peroxide based cleaning product ('Rescue') that is EPA‑approved and intended to avoid runoff into the city sewer.
Council reviewed concerns raised at the planning commission about acoustical analysis costs for small businesses; one councilmember noted the applicant had conducted field acoustical testing during the planning commission process. There were no public speakers opposed. Council moved, seconded and approved the ordinance introduction and conditional use permit by voice vote.
What’s next: conditions of approval and any required permits will be implemented by staff; the business will be expected to comply with the approved operational and site conditions.
