The council processed and approved multiple agenda items in a series of roll-call votes. Several items were called special and passed with unanimous or near-unanimous tallies of 14 in favor; members thanked staff for work on the Warner Center project and technical modifications.
Councilmember Rodríguez described an RV rehousing program (Arbito Home) that had rehoused individuals and removed 146 recreational vehicles; she said the city secured a $5,000,000 state grant to expand the model and sought council approval to replicate the program in other districts. The council voted to approve the program expansion.
On item 44, a proposal for more than $4,000,000 in overtime for the Los Angeles Police Department to support homelessness-related activities, council debate centered on whether overtime allocations criminalize poverty or help coordinate services. The council approved item 44 with an 11–3 vote.
