Albany County approves SCRAM monitoring contract and related treatment agreements for drug court participants

The Albany County Board of Commissioners on Oct. 21 approved several items to support the county Court Supervised Treatment Program, including an electronic monitoring services contract with SCRAM Systems and related agreements to fund treatment services and recreation opportunities for participants.
Heather, a program representative, told the board she negotiated changes with the vendor and secured a reduction of a potential rate increase from 20% down to 5% during the term of the SCRAM contract. "She was able to negotiate, reducing the increased potential from 20% to 5% during the term of the contract," Heather said. Commissioners then moved to approve the contract, and the motion carried on voice vote.
The board also approved a first amendment to a treatment services contract with Foundations Counseling and Consulting of Wyoming LLC to add paid staff hours per month for participation in staffing, court and emergency evidentiary hearings. The presenter said the amendment covers staff time not previously included in the per‑service cost and ensures providers are paid for team participation.
Separately, commissioners approved a memorandum of understanding with the City of Laramie to allow the county to purchase passes or memberships to the Laramie Recreation Center for drug court participants using earmarked quality‑of‑life funds from grants. The presenter described using grant funds to pay for activities ‘‘that are positive, pro‑social and healthy’’ and gave an example of purchasing a family membership to support a single mother in the program.
All items were approved by voice vote; the board directed the chair to sign the MOU. Staff said the wellness and recreation purchases would be covered by current grant funding earmarked for participant supports.
Next steps: county staff will finalize contract documents with vendors and coordinate implementation of memberships and paid staff time under the approved agreements.
