Ada County planning commission approves City of Kuna area-of-impact map amendment

According to Dupree, the proposed Kuna area-of-impact revision reduces the city's impact area — staff estimated the reduction at about 876 acres — and removes parcels that the county's findings identify as being owned by the Idaho Department of Correction. She also said affected property owners received mailed notice as required and that the findings of fact and conclusions of law show the amendment complies with Ada County code and the cited state statute.
Commissioners asked staff whether the proposal met statutory criteria, including the two-mile boundary from current city limits and the city's capital improvement plan showing annexation likelihood within five years. Dupree said staff reviewed the two-mile boundary and the amendment is within that distance of Kuna's current limits, and that the city's resolution references its capital improvement plan. Dupree also said county consultants did not conduct an independent review of Kuna's capital improvement plan; that certification appears in the city's resolution.
