Angola Common Council approves parking ordinance, budget transfer and routine measures

On unfinished business the council adopted an ordinance amending the Angola municipal code (Title 10, Chapter 10.25) addressing parking on Joe Weaver Street on a voice vote. The clerk reported the Nov. 3 minutes were approved earlier in the meeting.
Under new business the council heard a first reading of an ordinance to amend the employee handbook to add canine-care payroll standards; council members questioned scope and whether the policy would apply only to narcotics detection dogs, and staff said the update was made to comply with current regulation. The council then approved a resolution providing for a transfer appropriation for the general fund pursuant to IC 6-1.1-18.6.
The council approved a 2026 services agreement with the Steuben County Economic Development Corporation in the amount of $62,500 and approved a uniform conflict-of-interest disclosure statement for Amanda Cope. The clerk-treasurer reported the 2026 budget was approved in full and tax rates were set consistent with the ordinance; the clerk noted a $17.82 notice related to the 2026 budget.
The council approved accounts payable and vouchers totaling $867,878.91, which included interfund transfers of $122,055.00. Council members received an update on the Pokagon utility project and said city staff plan to start a two-year connection-fee waiver in 2027 after the project finishes. The meeting concluded with the council setting its next meeting for Dec. 1 and adjourning.
