Angola approves inspection contract for INDOT-funded sign replacement project

The Angola Common Council on Nov. 17 approved a not-to-exceed $54,000 LPA consulting contract with Leeson Vanderbrink for construction inspection services on an INDOT-funded project to replace warning and regulatory signs within city right-of-way. Ray Chen Salzburger of Leeson Vanderbrink outlined the schedule and funding and said the contract is contingent on INDOT approval.
The contract covers inspection services; the firm described the agreement to council as "essentially a boilerplate agreement" and said the city's share of the $54,000 fee is $5,400. Salzburger told the council the anticipated construction cost is approximately $270,000, that the project was applied for at $360,000 to allow bidding leeway, and that bids are expected in February 2026. He said INDOT will issue a contract information book the city will have 48 hours to review.
Council members asked technical and ownership questions. One councilmember noted, "We're just replacing the sides. We're not replacing posts and those things," and Salzburger confirmed posts are in good shape and will not be replaced under this contract. Council members also raised the location and durability of certain signs, noting a site where signs are frequently struck by semis; staff said the street department could review suggested relocations and that INDOT owns some signs on corridors where the city is partnered in a larger project.
Salzburger said INDOT requires the city to meet a 3% DBE (disadvantaged business enterprise) participation goal for the contract and that the city plans to use firm Apex to meet that requirement. He also reported INDOT set a contractor completion date of Nov. 30, 2026. After questions the council moved to approve the contract; the motion passed on a voice vote.
Next steps include INDOT finalizing the contract information book, Leeson Vanderbrink beginning inspection work upon INDOT approval, and the city preparing for a February 2026 bid letting and contractor selection. The council did not specify a separate dollar appropriation in the meeting record beyond the not-to-exceed inspection fee and the stated city share.
