Albany County commissioners approve grants, contracts and appointments in Oct. 7 meeting

Albany County Commissioners met Oct. 7 in Laramie and approved a series of grants, contracts and appointments, including funding requests and intergovernmental agreements that county staff said will support historic preservation, public safety, juvenile diversion and records access.
County staff presented and the board approved a certified-local-government grant application to the Wyoming State Historic Preservation Office to send two members of the Albany County Historic Preservation Board to the 2026 NAPC forum; staff said the application includes a $3,100 local match and in-kind donated time. Karen, a preservation board representative, told commissioners, “We would like to send two of our members to this forum.” The motion to approve carried unanimously.
The board also approved a Firehouse Subs Public Safety Foundation grant application for a $33,224 snowmobile for the sheriff’s office search-and-rescue team and accepted a Wyoming Office of Homeland Security award agreement of $215,420.55 to purchase a network detection/response and zero-trust segmentation platform and an online readiness tool.
On public programs, commissioners ratified a Community Development Block Grant citizen participation plan required by the WCDA CDBG grant and ratified submission of a WCDA application for the Laramie Soup Kitchen; staff said a site visit by WCDA is scheduled. They approved an amendment extending subrecipient funding from the Office of Juvenile Justice and Delinquency Prevention through Sept. 30, 2026, and approved a $49,583.34 contract with Greater Wyoming Big Brothers Big Sisters for juvenile diversion services covering Sept. 1, 2025–Sept. 30, 2026. Heather, a program lead, described diversion reporting procedures and said monthly reports go into a state system that holds juvenile information; she said identifying information is not believed to be publicly available.
Facility and operations items approved included removing a wall in the election building (to expand space for early voting) at an expected cost under $5,000 to be paid from the building reserve; a $995 on-site support contract with DocuTech Inc. for the land department’s microfilm machine; and awarding a vehicle purchase/trade-in to Fremont Chevrolet/GMC for a net price of $56,488 (one commissioner recorded a “no” vote on the vehicle award).
The board acknowledged the resignation of Derek Campbell from the Community Service Block Grant tripartite board and appointed Chantelle Anderson to fill the remainder of the business-sector term through June 2027.
A proposed contract with SCRAM Systems for electronic monitoring (GPS and alcohol-detection units) generated questions about a contract clause that would allow an annual price adjustment tied to the consumer price index for a maximum of 20 percent; because of that provision commissioners moved to table the SCRAM contract until the next meeting for additional review.
In other business, the board entered executive session under Wyoming statute 16-4-405(a)(iii) and afterward moved to sign an agreement related to the executive-session matter. Commissioners approved vouchers for September 2025 and adjourned.

The board did not take public comment at the meeting. The SCRAM contract will return to the agenda after staff reviews the price-adjustment clause; other items proceed to implementation steps outlined by staff.
