Ada County hears hours of opposition to Shaw (Shadow) Valley planned community; decision tabled

The Ada County Board of Commissioners on Nov. 12 heard a detailed staff presentation and more than an hour of public testimony on a proposal to establish the Shaw (sometimes referenced in materials as "Shadow") Valley planned community, then voted to close the record and table the matter to Dec. 16 for further review.

Staff planner Brent Danielson told the board the two‑step request (a comprehensive plan map and text amendment now, with a later implementation plan and development agreement) would designate about 560 acres for a mixed residential community east and west of Highway 55 and allow up to roughly 395 homes on the east side and 89 on the west side. Danielson said staff recommends approval, subject to agency approvals and conditions, and explained how the applicant proposes to supply water and wastewater: "Pauble water will be provided to the development through a stand alone public water system utilizing on‑site wells, which will require approval from the Idaho Department of Water Resources," and the applicant plans a community wastewater treatment plant that would treat effluent for reuse in golf‑course irrigation…
