Commission approves second‑story addition at 1037 Curtis Street; condition added for landscape details

The Albany Planning & Zoning Commission unanimously approved planning application PA 25‑036 on Nov. 12, allowing a 632 square‑foot second‑story addition at 1037 Curtis Street and a 284 square‑foot rear roof deck that will create a four‑bedroom, two‑and‑a‑half‑bath home.
Associate Planner Mira Hahn said the addition is considerably set back from the front and rear facades and complies with minimum side yard requirements, so the project does not require a use permit. Hahn recommended approval but said staff added language to condition of approval 11 requiring the landscape plan to include front‑yard improvements and a complete list of plant species.
"So staff has not received comments from the public regarding this project," Hahn said, and described the added landscape requirement.
During public comment, Richard Weiss, a nearby resident, said the addition blocked part of his view but that Albany has no view‑protection regulations; he nonetheless described the addition as "modest." Applicant John Moss spoke in support, saying he and his wife are raising a family and need more space.
A motion to approve carried 5–0. Chair McLeod reminded attendees there is a 14‑day appeal period and asked that posted materials remain until it ends.
