Atchison County approves $15,000 grading PO, tax-sale abstracting and $6,001 IT security uplift

At its Nov. 10 meeting, the Atchison County Commission approved multiple procurement items presented by finance director Mark Seltner and authorized the chair to sign a KDOC Division of Adult Services budget adjustment.

Seltner said the commission previously authorized work up to $15,000 for grading and drainage at the road-and-bridge facility and that the work has been completed; commissioners approved the purchase order to Schwab Eaton for $15,000 to be paid from senior village proceeds. Seltner also noted an outstanding invoice of $4,904 to BG Consultants related to engineering work on the same project.

Seltner presented an invoice from O'Keefe Wilson Abstracting for abstracting 95 parcels ahead of the 2026 tax sale. The finance director stated a figure of $11,008.75 for that work; when the commission moved to approve the purchase order the motion referenced $11,875. The transcript does not reconcile those two amounts; the commission approved the abstracting purchase order in the meeting record.

The commission also approved an IT security "uplift" to ConvergeOne to transition midyear from a business-standard to premium security service in the county’s Microsoft environment. The liened amount for the partial-year uplift was stated in the meeting as $6,001.47; Seltner said the county has funds available from recouped incident-related recoveries to cover the midyear charge and that the full renewal will be budgeted in December for 2026.

Earlier in the agenda the commission approved a KDOC Division of Adult Services first-quarter budget adjustment of approximately $195,300 and authorized the chair to sign on the commission's behalf. All procurement and budget motions were moved, seconded and approved by recorded voice votes (most recorded as 3 to 0).

Next steps noted by staff include finalizing bid documents and sending the list of tax-sale parcels to commissioners for review.
