The resolution, read into the record by Speaker 1, says KDHE determined the site “has been the location of legal solid waste disposal and that corrective action is necessary pursuant to KSA 65-34-15a,” and that KDHE found the site “presents an actual or potential threat to human health or the environment” and that the owner or operator is unwilling or unable to perform corrective action.
