Atchison County adopts KDHE cleanup resolution for 2411 Pacific Street; appoints interim HR lead

The resolution, read into the record by Speaker 1, says KDHE determined the site “has been the location of legal solid waste disposal and that corrective action is necessary pursuant to KSA 65-34-15a,” and that KDHE found the site “presents an actual or potential threat to human health or the environment” and that the owner or operator is unwilling or unable to perform corrective action. The resolution authorizes the county to enter an agreement with KDHE, to execute a reimbursement agreement to recover actual costs, and to make necessary budget allocations in accordance with KSA 65-34-15a and KDHE requirements. Speaker 1 moved adoption; the motion was seconded and adopted by voice vote (recorded as 2 to 0). Resolution number 20251557 (noted also as 1557) was assigned.
Speaker 1 also asked for and obtained authorization to have the chair sign related subrecipient agreements (identified as appendix B) and a KDHE policy regarding harassment; appendices A and C were noted as lacking signature lines and would be handled as needed.
Separately, Speaker 1 presented two Kansas Department of Corrections Division of Juvenile Services budget adjustment reports for the county’s community corrections program and asked that the chair be authorized to sign. The board approved an adjustment of $16,450 and a second adjustment of $6,000; both motions were moved, seconded and approved by voice votes (each recorded as 2 to 0).
After a period in executive session, the board returned to open session and formally recognized the human resources director’s resignation, effective Oct. 17, 2025. Speaker 1 noted the director had served eight years and led the office by example. Speaker 1 moved to appoint the finance director as interim HR director; the motion was seconded and approved by voice vote (recorded as 2 to 0).
What happens next
Speaker 1 said the county will enter into agreements with KDHE substantially in the form presented and that the chairwoman is authorized to execute the agreement and related documents.
