Jackson County Commission approves agenda and consent items, recesses into executive session on personnel

The Jackson County Commission on Tuesday approved the meeting agenda and a consent package, then recessed into a 20-minute executive session to discuss personnel matters protected under state law.

Commissioners approved the agenda by voice vote after the presiding officer called for any public comment and none were offered. The commission then approved the consent agenda, which included meeting minutes from Nov. 25 and routine finance items. A staff member reported the payroll for the week and said there were no accounts payable this cycle.

Commissioner Campbell moved that the board "recess an executive session at 10:06AM to discuss personal matters of nonelected personnel as allowed by KSA 75-4319(b)(1), and that the purpose of the closed session is to protect the privacy rights of the employee," and the motion was seconded and approved 3 to 0. The motion said those present in the closed session would include the three commissioners, the county counselor, the county attorney, and the finance director. The commission returned to open session after the allotted time.

During general comments, Commissioner Campbell announced a "project concern" meeting scheduled for Wednesday, Dec. 10 at noon and noted the board will not hold its regular meeting next week. The commission also confirmed an NRP discussion on Dec. 11 at 6 p.m.

County staff also reported a scheduling change for a county procurement: the county's fuel bid opening was moved from Dec. 9 to Dec. 16 because of the commission's meeting schedule.

The commission adjourned following routine business; voice votes on agenda, consent items and the executive-session motion all passed 3 to 0.
