Albany County advances broad planning and subdivision code revisions; public hearings set

Albany County planning staff presented comprehensive, red‑lined revisions to the county’s planning and subdivision regulations at the Feb. 12 meeting and the commission voted to post the amendments for public comment and schedule hearings.
The revisions are broad: they update and tighten road-design and improvement standards, add a clearer process for delineating hazard-areas in preliminary and final plat submittals, move mobile-home park and campground standards from the subdivision code into the zoning code (with new conditional-use standards), and revise the zoning certificate chapter to allow the county to require zoning certificates for uses that involve no building or structures.
Staff said the changes are intended to modernize 1997-era standards, clarify engineer-oriented road and turnaround dimensions, codify fire‑safety and water-supply options (e.g., hauled-water fund vs. cisterns), remove inconsistent landscaping requirements, and consolidate mobile-home and RV standards in the zoning code where they more logically belong.
Commissioners debated several detailed points: whether Game and Fish comments should be mandatory or advisory (commissioners agreed language could be strengthened to allow the board to require consideration or conditions in particular cases), whether statutory references to consistency with city land-use plans needed editorial separation in the text, and how the county should treat covenants and maintenance requirements for subdivision roads and fences.
The commission approved motions to publish the proposed amendments for public comment and to set subsequent hearings; staff will circulate the red-lined documents and return with consolidated public comments and proposed findings.
