Bannock County approves survey-review roster, names three surveyors

Bannock County commissioners on Nov. 6 approved a recommendation from procurement staff to award slots on the county's survey-review roster to three surveyors.
Shanda Crystal, chief procurement officer, told the board the county solicited qualifications and received three submissions that met mandatory requirements. She said the roster is not required by code for the dollar amount involved but allows the county to rotate an individual reviewer monthly for planning and zoning. "We went out to 4 qualifications for this review roster... We did get 3 qualifications back in. Those have been evaluated and they've met all mandatory requirements," Crystal said.
The board approved placing Stuart Ward, Adam Thayer and Matthew Baker on the roster. Crystal said staff would draft contracts and forward them to the county attorney for review before sending them to the selected contractors.
The motion to approve the request was made and the board voted aye. The action establishes an ordered list county departments can use when assigning survey-review responsibilities.
The county did not announce dollar amounts for individual engagements; Crystal said the roster is used because it has worked well for planning and zoning rather than because of a legal procurement requirement.
Next steps: legal review of contracts and issuance of agreements to the selected surveyors.
