Baltimore County PAB reviews ACC quarterly report, cites 103 cases and multiple upcoming trial boards

The Baltimore County Police Accountability Board on an afternoon meeting received a quarterly Administrative Charging Committee (ACC) report showing the ACC met on Oct. 18, Nov. 15 and Dec. 13 and "reviewed and deliberated 103 cases and rendered 103 opinions in that quarter," ACC representative Dawn reported.

The report gave a detailed breakdown of outcomes and alleged policy areas: 14 use-of-force matters were included in the 103 cases; other case types included departmental accidents, alleged discourteous/unprofessional behavior, alleged investigation-procedure violations, alleged failures to provide required reports, alleged searches or seizure issues, and multiple body-worn camera policy-related matters. Dawn said some allegations resulted in charges while others were not charged.

Board members asked whether officer demographic data for charged and not-charged cases could be added to future reports. Dawn said that metric was not currently reported and suggested adding it to the PAB annual report; she and others also pointed members to the county's public police data dashboard (VC Stat) for complaint and use-of-force dashboards.

The board was told the ACC will meet again on March 7 and was given a schedule of upcoming trial boards. Civilian roster appointments for individual trial boards were named: Sheila Lewis, Gary Tostadori, Hollis Albert and Wesley Bull were listed as assigned civilian members on upcoming panels; alternates have been identified so hearings can proceed if a member cannot attend.

The board did not take a formal final action on the ACC report beyond receiving the update. Members asked for follow-up on whether VC Stat data can be updated in time to support the PAB's annual report.

Next step: ACC updates and the trial-board schedule will be revisited at the board's April meeting.
