Atascosa commissioners approve routine permits and hires, accept TransUnion quote, accept donated millings and decline one TIDC grant due to unbudgeted match

Atascosa County Commissioners Court on Oct. 14 advanced multiple routine administrative and operational items: personnel hires across justice courts, EMS and detention, road and right-of-way permits for Frontier Communications, plats and family-exception approvals, acceptance of an estimated 1,000 tons of road millings donated by Clark Construction for Precinct 1, and an IT quote for investigative software from TransUnion.
Justin Vasquez in IT recommended accepting an annual TransUnion investigative-service quote of $1,620 to provide online investigative tools for all four constables; the court approved the quote and authorized the county judge to sign, with the county attorney noting that the agreement still required legal review before signature.
Commissioner Gillespie brought forward an exception to accept approximately 1,000 tons of road millings donated by Clark Construction; the court approved the request. Several rural-development items presented by Britney Van Curren (rural development) — including family-exception requests and minor plats in multiple precincts — were recommended by staff as meeting subdivision rules and were approved.
The county auditor and grant staff presented awards from the Texas Indigent Defense Commission (TIDC). The court approved a FY25-26 continuation improvement grant (up to $1,886,295) for the regional public defender program and a smaller FY25-26 internship grant (~$37,600) with no county match. For a FY25-26 improvement grant of $200,200 to establish a public defender mental-health unit, staff noted that Atascosa County would be responsible for a $50,050 match. Several commissioners said the match had not been budgeted and expressed disappointment that staff applied without coordinating the county budget; the court voted to not accept that particular grant at this time.
Payroll claims and invoices presented at the meeting were approved, and the court accepted the monthly county infrastructure report updating the sheriff’s office addition, tax office work and other capital projects.
Actions on personnel, permits and routine approvals were moved and approved by voice vote; where recorded the chair stated the motion carried.
