Atascosa County commissioners approve routine hires, contracts, $15,000 Meals on Wheels donation

Atascosa County’s Commissioner's Court met Nov. 10 and approved a series of routine administrative items, including a proclamation recognizing November 2025 as National Hospice & Palliative Care Month and a $15,000 donation to Meals on Wheels.

Laura Benner of New Century Hospice (Pleasanton) presented the hospice proclamation, telling the court, “This is an opportunity to serve my community.” On a motion by Commissioner Gillespie and a second by Commissioner Bowen the court adopted the proclamation.

The court certified a $15,000 county donation to Meals on Wheels under the Texas Department of Agriculture’s Texas Feeding Texans home-delivered meal grant program for use in fiscal year 2026; that resolution passed on a motion by Commissioner Gillespie and second by Commissioner Bowen.

Officials approved several personnel actions across county departments. The public defender’s office received approval to adjust Sandra Woodall’s pay to $20.67 hourly. The Sheriff’s Office added new corrections officers Nayeli Perez and Diego Valdez at $23.44 hourly (tier 3) and approved promotions and rate changes for deputies, including Chang Wang’s move to tier 1 at $28.62 hourly. The detention division’s hire of Anthony Joseph Johnson as a juvenile supervision officer was approved; an applicant, Daniel Anthony Valadez, withdrew his application. County auditor and HR personnel actions, including promotion of Stephanie Caron to assistant auditor and Tabitha Stewart to chief HR payroll clerk, were also approved.

County Clerk Teresa Carrasco presented two records-related contracts with Cofile Technologies: a vault storage agreement for processed microfilm and a three-year microfilm processing contract for $13,650 to be paid from the County Clerk Records Management Preservation Fund. Carrasco also asked the court to approve a master template agreement to allow subscription-style access to official public records; commissioners approved the master agreement and discussed a subscription fee and a 60-day access window for downloads.

Britney Van Curran (rural development) recommended release of the 24-month maintenance bond for Dairy Road Subdivision Unit 1 (Precinct 1) and requested a right-of-way permit and five road-bore/crossing permits for Frontier Communications to install fiber along Christine Road in Precinct 3; the court approved those items. The court also approved a certificate exception for a family split by the Birdwell family on County Road 339 in Precinct 4.

Financial items approved included payroll processes totaling $798,021.48 across the listed checks and invoices.

The court recessed to executive session and later reconvened; no action was taken during closed session. The meeting adjourned with a reminder that Veterans Day is a county holiday and that the next regular meeting is scheduled for Nov. 24, 2025.
