Belknap County awards contracts for core program, grant writing and IT services

Superintendent Weatherby told the board she received one bid for the clinical person needed for courts/core programming and said Horizons — which has provided services since the program’s inception — was the only bidder; the county has budgeted $77,000 for the role in 2026 and Weatherby said keeping the position with Horizons is more cost-effective than hiring a county employee. Commissioners moved and unanimously approved awarding the RFP to Horizons.
Staff also reported two bids for the CDBG grant-writer: Donna Lane at $4,000 and Green Mountain Professional Services at $9,375. Commissioners accepted the recommendation to award the grant-writing work to Donna Lane; the transcript notes the grant will pay up to $4,000 of the fee from the award.
On IT services, staff said they received seven responses and recommended remaining with Mainstay. Tim Perry, the county’s IT coordinator, supported the recommendation and commissioners approved a five-year contract, citing continuity and cost savings over a three-year option.
