BUNCOMBE COUNTY — Staff introduced a sustainable procurement toolkit and provided an update on a new compost processing pilot at the county landfill.

Speakers from county sustainability and procurement described toolkit components designed to implement the board’s May resolution on sustainable procurement. Procurement manager Ron said the toolkit recommends measurable specifications (including life‑cycle cost considerations), lists reputable third‑party certifications, and offers sample solicitation language. For events and catering, the toolkit suggests RSVP‑based portion planning, reusable/compostable serveware and providing signage and bins to improve diversion.

On composting, staff reported the county has completed construction of a pilot compost processing facility at the landfill and expects to produce the first batch of compost in mid‑December. The facility was funded through a food‑waste reduction grant (referred to in the meeting) and the county is preparing training and tour availability for staff and the public. Staff also said they are drafting a grant application (deadline Jan. 30) targeting construction and demolition recycling improvements.

The committee asked about grant sources and whether the county will apply for NCDEQ or other state grant programs; staff said they have submitted several applications and will continue coordinating across departments and with municipal partners.

No formal county action was taken in this segment; staff will publish the toolkit on the county website and integrate it into procurement training updates when available.
