Panel recommends AHSP revisions to county commissioners, clarifying project-based voucher rent standards

Jonathan explained that project‑based vouchers are a type of Housing Choice Voucher tied to specific units and that the housing authority may set those voucher amounts above fair market rent. "Within the regulations, the housing authority is allowed to increase the value of those project based vouchers above fair market rent... so it can go up to a 120% of that fair market rent," Jonathan said.
Staff recommended clarifying AHSP language so that rent standards established by the housing authority for project‑based vouchers would be acceptable under the county program. Jonathan also said the county wants to see total project budgets reflected to understand how county investment fits in and that county funds would be limited on acquisition to reduce county exposure to speculative early costs.
After discussion and questions, Speaker 4 (Megan) moved to recommend approval of the AHSP revisions to the full Board of County Commissioners; Speaker 3 seconded. The committee voted in favor and the motion was approved to send the revisions to the full board for consideration.
The recommendation does not itself change county policy; it refers the staff‑recommended administrative edits to the full Board of County Commissioners for final action.
