Bay County commissioners approve appointments, routine resolutions in Oct. 7 special meeting

Appointments: The board filled two four-year vacancies on the Board of Canvassers (terms expiring 10/31/2029). A paper-ballot vote recorded by the clerk showed six votes for Pedro Santos and one for Tom Bach; the board later moved to appoint Pedro Santos and approved the motion. In the Republican Party slot the paper-ballot tally showed seven votes for Lori Daughtry and the board appointed Lori Daughtry.
Resolutions and approvals: Commissioners approved a resolution recognizing October 2025 as Family Court Awareness Month; a resolution supporting the county's Green Lights veterans recognition program; designation of the Bay County Office of Soil, Erosion and Sediment Control as the county enforcing agency and reclassification of a civil engineer position; road patrol township contracts for 2026; creation of a court officer deputy position; addition of OWI reimbursement to the sheriff’s fee schedule; updated drain commission assessment rules; care-coordination agreements between the local health department and Medicaid health plans; and a budget adjustment to purchase a replacement truck for Environmental Affairs/Mosquito Control.
During discussion of the mosquito-control truck purchase, Mosquito Control staff (Speaker 3) described a recent nighttime accident that totaled the vehicle and emphasized road and pedestrian risks; the board approved the replacement purchase. The board also approved design and professional services for a Bay County Pool Facility, released a bid for assessment of juvenile home financials (one commissioner registered opposition), designated the current conference room as a polling location, approved a Liberty Lounge advertising lease agreement, and approved payables.
County official reports: A county official (Speaker 5) thanked the Bangor Township DDA and Kristen Giniak for funding a bench for the Civic Arena and reported progress on a new health services building; commissioners discussed housing ownership trends raised at a Michigan Association of County meeting and a constituent’s account of fee increases after an out-of-state equity company purchased a rental property.
The meeting closed after miscellaneous announcements and a motion to adjourn; no major contested votes were recorded.
