Baltimore County unveils Small Area Plan 11 for eastern communities, emphasizes connectivity and waterfront protections

Baltimore County planning staff presented Small Area Plan 11 (SAP 11) during a Nov. 6 public hearing, describing a framework of connectivity, community, environment and economic objectives for 75 square miles of eastern Baltimore County that staff said is home to roughly 105,000 residents and contains about 60% of the county's shoreline.
Jess Elliott Meyer, community planner for District 7, said SAP 11 is the county’s first small area community plan and is rooted in Master Plan 2030. Planner Iyad Abdi provided an area profile, describing a mix of postwar neighborhoods, waterfront communities, retail centers and aging industrial corridors shaped by aerospace and maritime industries.
