Albany County commissioners approve bonding plan to fund fairgrounds project and prioritize new county services building

Albany County commissioners voted on Oct. 25 to move forward with a bonding package that will put the Albany County Fairgrounds grandstand project on the 2026 specific-purpose excise tax ballot and direct the remainder of the county ebt capacity to a proposed new multi-department county services building.
County staff told commissioners they must finalize specific bond language and project descriptions to meet election-code deadlines and to allow the bonding attorney to draft ballot language. "We have to have before our second meeting in January... the formal notice provided to the clerk's office because that has to be done 110 days before that May," a county staff member said during the discussion. The meeting packet included three consultant scenarios for public-safety facilities: renovate existing space, renovate and expand, or construct new facilities; total project estimates discussed ranged from several million to tens of millions of dollars depending on the scenario.
The item drew detailed questions from commissioners about costs and parking, and city and county planners and the sheriff—ontributed to the technical discussion. A consultant summary in the packet listed option cost ranges for consolidated public-safety projects; staff said the county's share was significantly less than earlier rough estimates and noted that estimates for components included a roughly $14.7 million renovation and about an $18 nd-a-half million figure for a new fire station under one scenario.
Commissioner (mover) proposed approving draft language for resolution 2025-016 designating county projects for inclusion in the 2026 special excise tax, tying bonding for the Fairgrounds grandstand and using the remainder of the county ebt capacity to fund the new facility. The motion was amended on the floor to explicitly allocate any remaining debt capacity beyond the Fairgrounds project toward the new multi-department facility. The amended motion carried on a voice vote.
County staff said they will work with the county—onding attorney and local counsel to draft precise bond language, circulate it to the city and the town of Rock River for input, and return the resolution for final approvals well ahead of the statutory timeline for a May ballot.
What happens next: staff will finalize specifications and draft bond language with the bonding attorney, circulate the draft to partner entities and return with final resolution language for signatures and formal ballot scheduling.
