Alvin ISD reports gains on grade‑level assessments and sets 2026–2030 House Bill 3 targets

Deputy Brent Shaw told trustees that grade‑level STAR meets and above for third‑grade reading rose from 41 percent in 2021 to 60 percent in 2025, and third‑grade STAR math rose from 32 percent in 2021 to 53 percent in 2025. Dr. Aniqua Flowers reviewed CCMR metrics, reporting the district’s CCMR (state calculation, graduates only) rose from 76 percent in 2024 to 81 percent in 2025; under a federal calculation that includes all 12th‑grade students, federal CCMR rose from 75 percent to 80 percent.
Using 2025 performance as a baseline, staff proposed district targets for 2026–2030 (examples include a district goal to increase third‑grade reading from 60 percent to 65 percent by June 2030 and to raise district math measures by 5 percentage points over the five‑year window). Trustees discussed whether the targets are appropriately ambitious across student subgroups; Shaw said the district uses campus data and historic trends and will recalibrate targets annually in response to realized gains and upcoming state testing changes.
Staff also described interventions to reach targets: professional development for RLA teachers, small‑group instruction, curriculum adjustments, use of I‑Ready and Imagine Math to address gaps, and continued support from instructional coaches. For CCMR, staff noted the district has implemented School Links (a college/career readiness platform), increased counselor planning beginning in freshman year, and formed a district CCMR committee to track students who have not met CCMR indicators.
Board members emphasized transparency and public accountability; staff said the district will post annual reports and provide quarterly updates to trustees. Trustees then moved and unanimously approved the board‑adopted House Bill 3 goals for 2026–2030.
