Bemidji board approves achievement report, moves a 14‑policy package forward in unanimous session

The Bemidji Public School District Board on Nov. 17 voted unanimously to accept key reports and donor funds, approved Indian education policies tied to Impact Aid, and conducted first readings on a package of policy updates affecting attendance, financial practices and facilities.
Colleen presented the district's new Comprehensive Achievement and Civic Readiness (CACR) report, which replaces the former World's Best Workforce report and sets multi‑year goals including school readiness, closing racial and economic achievement gaps, college and career exposure, graduation goals and a new lifelong‑learning baseline. "The goals on this report have changed slightly," Colleen said; she cited preschool reading at 85.9% and pre‑K math at 84.8% against the district's targets. She also said the district's overall graduation rate fell to 74.8% (Bemidji High School at 80.6%) with a five‑year target of 85.3% by 2028. The board moved to approve the CACR summary report and the motion carried unanimously.
The board also accepted donations reported by Superintendent Olsen: Bemidji Education Foundation donated $27,178 to fund 40 teacher projects, and Edward Jones donated $1,000 to the Bemidji High School girls basketball program. A motion to accept those gifts carried by voice vote with no opposition.
On federal program compliance, board members approved the 2025–26 Indian education policies and procedures (IPPs) required for the Title VI Impact Aid application. Colleen said the IPPs meet the program's eight standards and credited Sonia Wadena and the local Indian education committee for developing the document.
Superintendent Olsen briefed the board on a large batch of policy updates being processed under the district's policy maintenance timeline. The package included first readings (and board approval of first readings) on attendance (adding wording to incorporate telehealth following a statutory change), middle‑school extracurricular procedures, budget adoption (MSBA 07/2001), accounting (MSBA 702), budget modification (MSBA 701.1), investments (MSBA 705), fund balance (MSBA 714), keys and building usage, valuables in classrooms, fixed asset inventory and accounting, facility and equipment use, disposition of obsolete equipment, staff photo identification, and a policy change from "video surveillance" to "video recording" to reflect current practice of reviewing footage after events rather than continuous monitoring.
Board members moved and approved each first reading and the list of rescinded policies by voice vote; no votes opposed. Several board members emphasized that most changes were minor and part of a larger effort to update outdated policy language across the district.
The board closed the meeting with Superintendent Olsen's calendar and program highlights, including U.S. News recognition for Bemidji Middle School and improved third‑grade reading scores. Board member 17 paid tribute to outgoing HR director Jordan Hickman before the board adjourned.
Next steps: the first readings will return for second reading or action according to the district's policy calendar (typically a one‑month interval between first and second reading).
